It means that the email is already associated with an Arlo account. Is there any chance you had used that email previously? Have you tried signing in with that email but changing the password first?

When I try to change me email from the old email to new, it says "Account already exist" and will not send an email to the new address for confirmation. Has anyone had this problem before?
