I have had running for a long time a VMB3010r2 base station along with 4 cameras (1 camera is battery only).

I am selling the house and the new location has its own system built in and not Arlo based.

Can a new owner create an Arlo account and the. Register these devices to their account?

Or is there a way to transfer my account to a new owner?

You must remove all devices from your account so that the new owner can create their own account and set the system up as if new, starting with adding the base and then the cameras.

FWIW, this is end-of-life equipment, and some users have found that they cannot install it. So I suggest not including the system in the terms of sale of your property.
