Is using a VPN on smartphone enough?

Arlo doorbell and XL Essential camera setup at secondary address with SmartHub (local storage). Will it be sufficient to view local footage off network or must I configure router/ports etc?

It depends on the purpose of the VPN. Some VPNs are intended to route your internet traffic through a remote location. These don't give you remote access to your home network. But if your VPN does give you access to your home network, then you don't need to set up port forwarding.

Generally the VPNs that work are built into your router, so one way or another you will be configuring the router.
