would it be possible to have the Ultra2 camera setup with the arlo usb cable and a mobile phone plug so that the camera is always charged when active?

Yes. Though if the camera is outside, you should use an outdoor-rated cable and charger. Arlo sells one, some third parties also sell them. (I've never used a third party one, so no idea how will they work).

There is also an XL battery upgrade kit available, that will more than double the time between charges. So that is another possibility.
