Arlo not recording all motion. Did Arlo limit how many can happen in 24 hours?

I have 2 cameras. Both outside. What's concerning is that they are not always recording what is happening outside. I have dog sitters letting my dogs out and I know they are there. One day records all motion. Did Arlo limit how many can happen in 24 hours? I had an entire day where nothing showed up until 5p!

If it just started they maybe did something with the newest update. Today I've been getting notifications for everything for things toggled off and it's a windy day so quite irritating and also getting notifications for vehicles that are there but they aren't being sent to the library.
