I'm not seeing anything relevant in your two manual citations. There are no explicit controls for 4K recordings - only 4K livestreaming on your local wifi.

Track & zoom will force recordings to 1080p, but you already have that off. "Best Video" doesn't do much, AFAIK it doesn't set the resolution.

Are the cameras zoomed all the way out?
