Live view record only records to cloud but none on local storage? Is this a setting to turn on?

When I start live view in 4K on a 5G network I can see the video. When I start recording for 20 seconds and then stop the recording shows up up in the cloud only. The local SmartHub does not have the recording.

is this a setting I need to turn on? Motion records to the SmartHub for all cameras, it is specifically a record button from live view that does not get saved to the SmartHub.

I believe manual recording is limited to cloud only.
