It's now in Settings, Home, Time Zone.

Do you use Library to view recordings (old interface) or Feed (new interface)? For the former, try this (yes, it says camera but try the base):

I see your screenshot now so you're using Feed. You're in the wrong place. I simply click on Settings, Home and Time Zone is right there.

@dbharness: If you entered an address for the location, then you cannot change the timezone. It's locked to the timezone used at that address.
