If you’re term “server “ refers to a arlo Base station or smart hub then not with the arlo app.

Some users use a smart plug to remotely power cycle the arlo equipment when this happens.

"Offline" means the Arlo Cloud (and therefore the app) cannot communicate with it. So the app cannot send the base a restart message.
