If I unplug and reposition a Q Camera, does it need to be synced all over again ?

No, the Q camera will retain the sync info and if it is in range to your wifi will auto connect.

No. I move my Q camera regularly and never have needed to resync it. I simply unplug the power and plug it in in the new location. Note, however, that it still needs to in range of the wifi access point you have connected it to.
