How do I get access from my work PC to my home Arlo Q VMC3040 camera, so I can se Live video

Many work locations set security so you can't access arlo.netgear.com. If that's the case, you will have to work with IT to see if they'll allow it. Otherwise, your only choice will be to use a device with cell service.

But my old, cheap webcam could show me live video on my work PC ....

That doesn't mean much since it still depends on what address was used to access the camera and how security is set up. If the webcam was using a Netgear server then I'd surmise the issue is someplace else but I suspect it was not. Without talking to IT, there's no way to know for sure.
