HELP!!!!

Can ANYONE tell me how they hacked my account

additionally they have slowed or mimicked my wifi

highjacked my base station

AND

they have used the cameras against me and been in my house when I am not home

I did hear some background noise on audio nothing verbal

sounds of footsteps and door shutting

Hard to say without a lot more data.

However, it is likely that a hacker would need your email account password in order to get through the two factor authentication. So I would start by changing both the email password and your Arlo account password.

I also suggest scanning your PCs for malware. Malwarebytes is one package you can use for free.

In order for someone to access your Arlo cameras they would need your email address as well as your password. I can have support look into this further. Can you send me a dm with your phone number as well as a good time to call.
