Do Arlo Pro3/4 models use direct live streaming when mobile device connected to same network? Or does video travel from home to cloud and back to home again?

It's cloud-based so to the server and back.

Is it same while using homekit? Homekit users say there is no lag on live feeds which makes me think cameras stream directly to phone
