Alerts on cell phone - sometimes not working.

Sometimes when I have motion detection on my camera's, I see it on my feed but it does not register though as an alert on my phone app.

Is this a setting I can fix?

It's quite annoying missing an alert, but then I check the feed, I see it there.

Verify that your camera's rule in any mode has notifications enabled. Perhaps some modes do but others don't.
