What is the ambient temp? The battery won't normally charge below freezing.

You might also want to try logging out of the app and back in (or force close it and open again) as well as use the web client (my.arlo.com) on a computer browser to verify that the same thing is true.

The temperature is in single digits but not near freezing and the other two cameras charge ok .

I suggest taking the camera indoors, letting it warm up. Then see if it charges indoors.

Did the issue move with the battery, or did it stay with the camera?

I swopped the batteries back over in the cameras, at first it didn’t seem to make any difference but I left it on charge any way, after several hours I noticed the faulty one had decided to start charging! It has taken longer than usual but today the suspect battery has charged to 100% according to the app. Mystery.
