I upgraded my phones to mini 12s, and hade to add a separate apple Id and need to add my phone to Arlo on the original apple ID

You should be able to just download the App and sign in with with current e-mail and password to the app you used on the old phone. It doesn't us an apple ID. You would need the new Apple ID to sign into the the app store though to download.
