If using Pro 3 cameras,

with the hub,

and no cell phone signal,

can live camera video stream to a phone in wifi range?

If you are within a wifi range away or at home yes you can view live stream

Just to clarify...

Our setup would be...

We would connect the smart hub to a wifi router.

Our router would have internet connection from cell hotspots.

If we lose cell/internet hotspot signal to the Pro 3's smart hub...

...will we still be able to view camera live stream video via router wifi signal to our phone?

I think i understand what you are describing, basically your pro3 hub has to have internet and so does your device you are using to view the cameras. As long as the base has internet it will still record, unless you use a memory stick in which case it will still record without internet, but you need internet on your device to view. Hope this helps
