I am unable to view the preview of the video alert on local storage ( when i click on Cloud storage library, i can see the alert preview of the image before clicking on the video). This is available on cloud access but not local storage access. how can i view the preview of the alert before downloading the video within the app.

Local storage doesn't provide that. You must first download it to even see the thumbnail. The stated purpose of local storage is to be used as a backup, not as a primary storage method. That's a big reason local recordings aren't the same as cloud recordings.
