I am in India
My base station not discoverable
So I can’t able to connect with mobile
But my base station connected with internet
First 2 green light showing
What can I do
Can I use Arlo pro 2 in india

There's no reason that you shouldn't be able to connect as long as ther'e Internet access to the servers. SInce both power and Internet LEDs are green, that means it's ready to be set up. Are you trying to set up the system using your cell phone? If so, make sure you're using WiFi on the same network that the base is plugged into. Once the system is set up, you don't need to be on that network.

both are connected same network then why base sation not connect with my laptop

Are you just trying to claim the base according to directions (use the Add Device button on the Devices tab, select the bases as what to connect and choose your base) or are you trying to connect to the base's WiFi? You can't connect to the base's WiFi - that's only for the cameras.

Tell us exactly what you're doing in detail - maybe I'm missing something.

I already mentioned in last message
That is I connected my laptop in ip 192.168.0.168 wireless.
My base is connected in ip 192.168.0.163 wired.

You haven't given us many details to work with hence my seemingly silly question as to whether you were trying to connect to the base's WiFi. We need details as to what you've tried, error messages, devices and their OS versions, firewalls and antivirus vendors and versions (BitDefender has been a problem in the past and I think more recently Symantec has, too). More details will help us help you faster.

You're still sparse on details but I would try a reset on the base first. Hold the reset button on the base until the LEDs flash amber. Any better?

Can you send me a private message with the serial number for the base station? You can find this on the sticker on the bottom of the base next to S/N.
