So the base thinks it's fully connected to the Arlo servers, and that the cameras are not connected to the base.

Is this also what you are currently seeing in the app?

I have reloaded the app on my iPhone same issue the app will not detect the base station

I'd start by removing all devices in Settings, My Devices and start fresh.
