Not sure what you mean. Are you trying to add the base to your account?

I'm a new user and I installed the ethernet cable, then the power source and then used the phone app to sync the phone to the base station but all I get is device not found.

You can NOT use the base wifi for the phone... the base sets up it's own network for the cameras only

So, set up the base as directed, then sign in to the app with phone that is hooked into your home wifi or cell data

What you are actually doing is adding the base to your arlo account,

You can also do this with my.arlo.com in a PC browser.

Does the LED status on the base show that it is connected to the internet? https://kb.arlo.com/000039100/What-do-the-LEDs-on-my-Arlo-SmartHub-or-base-station-mean
