Yes the Arlo Pro is 720 and the Arlo Pro 2 is 720 also but if the camera is plugged in to AC then its 1080. The main problem in reading license plates is the IR reflects off the plates because they are reflective.

There is not much differance between 720 and 1080 and the only way to be able to read plates is to get a real high end expensive camera system.

The previous arlo pro cameras were not that effective beyond approximately 10 ft regarding facial recognition or even reading license plates... is this new system capable of achieving this?

It"s covering 130 degrees of view - the same as a 10mm fisheye on a 35mm or full frame DSLR. There' no way this is an ID-type camera without being close to the subject.

weren't the old cameras 720p and the pro 2s are 1080p? Probably still not good enough for license plates but improving.

The P2 cameras are 1080p regardless of power connection as long as Best Quality is used in the camera settings.
