How do I get the Arlo Pro2 to record to the local USB when there is a trigger ?

I am assuming that those little green lines along the the timeline occur when there is a 'trigger' ?

I can make (and have made) those changes to the Arlo Pro (increase sensitivity and make it max time recording instead of until movement stops)

However on the Arlo Pro2 there is not an "then do the following" option (so I can set the max recording time instead of until movement stops) also the 'push' notification option does not seem to work (I can put in a email for notification, but the tick box for 'push' notification doesn't appear to work - it does, though, on the Arlo Pro)

When you add the rule for the Pro 2, you should see the same sections in the rule...including the record settings for time.

When you say your Pro 2 is set for 24x7 recording, do you mean you have subscribed to the CVR plan? If so, that might work very differently.
