With a usb drive plugged in to the base station, does it record continuously or just when motion is detected?

If your base (after being set up) is disconnected from the internet, it will still record to the attached USB drive BUT the only way to view the recordings is the remove the drive from the base and plug it into a computer and watch the clips with VLC etc. The system is designed for use with the cloud. The USB recording is only a backup

Only when motion is detected, just like what the cloud gets.
