Whats the difference between Arlo Pro disarmed mode VS Camera off. Will the camera/device communicates with base station in both the cases?

Disarm shuts motion detection off for all your cameras. Camera off disarms individual cameras off. No they will not detect in either mode but with disarm you can monitor manually for a short period of time.

As above, PS... OFF/ON in settings is usu use for privacy ...esp when you share cameras with other and you don't want them to access same.

The camera when OFF is totally unusable ( will show messg on live view screen ) until the admin turns back on

There is no savings in power by turningcams DISARMED compared to OFF, in both case almost null.
