I am tryng to set up my Arlo pro but both lights are not green and it is not setting up, what should I do

The left most led should be green on power...

Hold in the reset for ten seconds to reset the base unit ( the front leds will flash amber )

Start setup again

My base station VMB4000 has a amber power light. Did the power off for 60 seconds or more...still the same. Try a hard reset with the reset button... depressing it for 10 seconds and nothing. Still a amber power light and a green camera light. WHAT NEXT???

If you can't get the proper LEDs it's a hardware problem. Swap at the store or open a case with support using the Contact Support link at the bottom here.
