topic 2-step verification push notifications in Arlo Pro

Over the last month my push notification for 2FA is not being received in time to "allow". I have to request that the notification be sent again. On the second attempt I am always able to "allow" and to "trust browser". Why is the first push notification always timing out? This is just another frustration in the 2FA saga.
