I think it needs a firm ware update or something it’s all Arlo cables and batteries so I don’t understand why it’s not holding a charge

Can you be more specific like describe what is your issue.
If the battery is dead can you replace it with a working battery?
How are you running the camera, on battery only or with the charger connected or from a solar panel.
Is the camera too cold to charge the battery?

As a note.... you say you have both Pro and Pro2;

Make sure you are trying to charge the Pro cameras with the dual voltage 5/9v adapter. The Pro2 will charge with 5v USB but the Pro need the original adapter. ( look on ac adapter for output )
