With 2 step verification how is another user going to be able to log in? (ie My sister logs in w / my email and password to check on house).

Look at GRANT ACCESS to allow another to view cameras ( her own email/pw )

And how does someone else like a family member do the D--- two step after I grant access and I am not around to give her the code?

Once the person granted access tries to connect, she will need to follow the procedure and have her phone trusted. No interaction by you.
