I am about to install a Arlo Pro / Pro 2 system.

Can this be done without a wirless wifi router, using JUST a modem?

1) You never want to run your home network, internet without a router (unless your modem has a router built in, which some do). The router is your main firewall.

2) The base requires you to plug it into an ethernet port to get an internet connection. If your modem has a built in router or has ethernet ports that allow devices to connect to the internet, it should work, but I'd have it behind a router for better security.
