Battery dropped 30% after 3 hours!

1 of the cam battery dropped from 95% to 63% when it was armed for 3 hours in day time. Temperature was 16F but with windchill it was close to 0F. Cam has solar charging but the cam has not been charged for a few days due to cold temperature day/night time. But 30% in 3 hours and no recording? Is this typical? 1st winter for my arlo cams.

Cold weather definitely affects battery level indicators. See what it says when it warms up

yes that is the plan once the cams' battery start to reach 30%
