I have 5 cameras connected to the base with basic service. Under the basic agreement my limit for recording to the cloud is 5 cameras. If I add a USB to the base to record locally and I add a 6th camera what happens? Will all 6 cameras record to the USB and only the 1st 5 connected cameras record to the cloud?

No...

5 is the limit ( except specials sales packages that had 6 cams ) for Basic level

You can upgrade or open two accounts

Thanks for the reply. So if I connect a 6th camera it will not even record tot he USB?

Correct. You would have to use Settings to (de)activate cameras to switch which ones are active at any point.
