Yes, as long as you have Internet access. What you can't do is subscribe to additional features due to limited availability.

The only things that won't be available are the extra cost subscriptions. You'll be limited to the free 7 day video storage.

You mentioned in another post about setting up (registering, I think) the system in the US then taking it to Costa Rica is an option. Is that still true?

Yes. The whole point of setting up in the US is to allow the system to be able to access the extra cost options (Elite, Premier subscriptions, etc.) as long as you use a US credit card. Not all countries are supported for these features so registering it in the US or other country that is supported enables these features.
