Flicker/strobe effect and laser?

We're still fairly new to using these cameras. In the last few days, I've noticed two strange things in the video recordings. I'm wondering if it's my neighbor trying to interfere with our camera.

1. First, there is something that we originally thought was a spider web in front of the camera. But it comes and goes. Could this be a laser? We've only seen it in daylight.

2. In the last day or two, video recordings show a lot of flashing/strobe-type effects.

Anyone have any ideas on what is causing this, or how I can fix it?
