It's seems pretty simple. I open the clip I want and click on "download". It takes me to a new tab and gets stuck trying to connect (blue circle going round and round).

Trying using a different browser (Chrome, Firefox) to further isolate the issue. Do you still see the same behavior?

I have not been able to reproduce any issues downloading library content using Firefox. You could try reinstalling Firefox and making sure it is complete up to date.
