Do I need the Netgear Basestation

I have a SmartThings hub and a Vivint smart home security system. I'd like to purchase 3 wireless Arlo cameras.

Do I need the Netgear base station if I already have a smart things hub or want to use the Vivint security SkyPanel? Or is the Netgear base station a requirement for multiple cameras period?

You need the base station, period. The integration with SmartThings is likely server-based since that's how Arlo operates in the first place. The Arlo Q cameras don't need a base but are rated only for indoors.
