After insertion the arlo app does not recognize that I’ve inserted an SD card. I can’t set it to record locally

Do you have another card to try? It's generally best to use name brand cards, too.

Is it larger than 16 GB?

I've tested with a PNY 128GB, 100 MB/s2 UHS-I microSDXC Flash Card Elite
I'll test with other SD cards

We chose another direction instead, to acquire the subscription to retain video material in the cloud for the 14d period.
