trying to setup a new person to access our cameras but no password is given for them to logon.

I would like for one of our staff to monitor our cameras, but when they get the invitation to access them it asks for a username and password. Where do they get the first password?

They should open the invite email in a PC browser (not their phone), and then click on the "Create Account" control in that email.

That should open up the browser to my.arlo.com, where they create an arlo account using their email address as their username. It sounds like your sfaff is trying to sign in to an existing account instead of doing that.

They are opening their email in outlook, they are presented with a Get started email, it takes them to the "login" screen and not the "create an account " screen. Can I create an account for them?

They should be seeing this:

If not, they can navigate to my.arlo.com first, and create the account.

Then click on the "create account" email again, and just log in.
