Are all Go 2 camera's the same, and SIM cards interchangeable with different carriers?

Verizon has told me that my Go 2 is burning up my mobile hot spot data because I bought it off Amazon and their system (VW) is recognizing it as a jet pack mobile hot spot device. After I purchased the camera (with no SIM), I obtained one from VW for it. I call BS to VW claim that it's not fully compatible with them since I did not order it through VW. Anyone else experience this or have input please?
