Where is the alarm button in iOS?

Is the alarm button now permanently removed? I’ve read the other posts, but I still can’t find it anywhere.

It should be a swipe down bar in center top of live view screen

I’ve read that, but I can’t find the bar anywhere. Not on my iPhone or iPad.
