Unable to Download Apple Arlo App, with Family Sharing Active

I have the Arlo App installed on my Ipad under my Apple Id. I tried to install it on my wifes Iphone with her Apple Id and count not install it. We are running under family sharing.

Get this message

Redownload Unavailable with This Apple ID

This redownload is not available for this Apple ID either because it was bought by a different user or the item was refunded or cancelled.

The Apple Store shows it as a non sharable app....

Its a free app, why cant it be shared

This seems to be an issue with Apple's Family Sharing feature. There are suggested solutions on Apple's forums that may help you.
