Multiple Access by same user

I have the app on my IPhone and link on my computer. Using in an office enviroment. Can I have access to both at the same time? It seems to let me only access one account at a time. Discounting the other.

What you've seen is what you get. Create a friend using a second email address for yourself and the limitation goes away. It's only the main account that has the issue.

So can a "friend" account access multiple devices simultaneously?

Not sure exactly what you mean by this but friend accounts don't block/logout anyone else. What do you mean by access multiple devices simultaneously? You can see all devices in one account at once but I don't know that you can see multiple accounts at the same time.
