Can the arlo cameras detect motion and push the notification during live viewing? The system doesn't seem to record while live viewing.

When you are live viewing , you are in effect over riding the motion detect. But if wanted, since yr live viewing, you can start a manual record session by clicking on the round record button(with center dot).

Yon will not get pushes or emails cause yr in manual mode.

Would the Arlo Q and the CVR service let me accomplish this?

Arlo Q with the CVR option records 24/7 AND at the same time will capture movement and send the clips/snapshot to the library.

(In effect two different programs running at same time)

Any clips sent to the library as a motion/sound detect send me an email
