I have my camera set up against the window, but the motion sensor doesn’t work so it doesn’t record when someone walks by. Is there a setting for this?

The outdoor cameras use a passive infrared (PIR) sensor to detect motion. That generally doesn't work through window glass, because the glass isn't transparent to IR.

So there is no setting. You can instead get one of the indoor models, as they use pixel detection instead of PIR sensors. (Not sure about the indoor PTZ model, but the others all use pixel detection).

Reflections are a challenge here, particularly at night. Finding a way to install the camera outside the window is probably the better path.
