Solar Panel and Essential Camera 2nd Edition intermittently charging

I just purchased the 2nd Edition Essential camera and Solar Panel. Before installing them, I charged the camera to 100%. After installing them, I noticed that the motion was going off 4 times a minute! In no time, the app was showing 7% charge left. Now, it was a windy day so I re-strapped the top to the jet skis and made sure they weren't flapping. That said, I also changed the "motion detection" to 18. I've never done this and will make sure it's picking up a "person". (Interestingly, I have 7 cameras, 2 have solar panels (this one makes 3 panel) and have never had any trouble. The new one faces the morning sun for about 5 hours so there's no reason it's not fully charging. For no reason, the charging "bolt" just disappears for no reason. Even with the sun still on it.
I've done everything I can think of to fix this. I'm not positive if it's the camera or the solar panel. Any thoughts?? Thanks so much!!! Julie

If you plug the solar panel in to another camera, does it operate the same?
